the album was released November 1990 and was certified 2x by January 1991, 3x platinum by December 1991 and 4x platinum September 1993.
So that would account for 2M of the albums if March 1991 was the beginning of soundscan.
So either 2.3M are music club sales or maybe the album met the requirements to be certified twice.
I thought the album needed to be at least 90 or 100 minutes to be double certified even if not a double disc cd though.

Mariah's sold 55 million albums in Soundscan era and Madonna has sold 28 million. If they made certifications based on sales, Madonna would over half of her certifications and Mariah would only lose a few million.
