Yes you can learn how to sing. However, you might just go from being a bad singer to a decent singer. If you are not gifted then you will never be gifted.

It won't make you sing like Susan Boyle or Tarja Turunen. But it can improve your singing abilities.

Well you can definitely learn how to control what little talent you already have with vocal coaches and whatnot.

But you'll NEVER be able to wake up one day and go from [insert basic singer] to Mariah in her prime.

I don't really want that, the thing is i make my own instrumentals/beats and i want to be able to record a decent song as a gift to one person, i don't want to just put my voice over it with bunch of effects and sound like those ATRL "singers" or whatever they are
