Ehh, a person with a history of severe depression goes missing for 2 weeks. Doesn't take a full on task squad to figure out what happened to her. If she ran away or something then that's her perogative, if not she's probably dead somewhere. It's not anyone's lack of commitment that's causing her to still be missing. .

The search wasn't called off, she was found dead. She probably drove off to some remote area to kill herself hence her leaving her phone. She had a previous suicide attempt earlier this year if i remember correctly and i think losing her mother was the breaking point. Hopefully she's in eternal peace and may Jesse find comfort in that.
