Whedon's made great shows including the GOAT Buffy.
Murphy's made zero good shows. Maybe Popular.
I feel a better question given what's actually on TV right now would be maybe Murphy vs. Shonda.

Joss Whedon is better at crafting an overall story unlike Ryan who stays dropping the ball every damn time. That said, Joss is highly overrated. Buffy is his only great show, and it declined in quality after season 5.
