You know what. There's an album in my country that sold over 1.5M copies and our Platinum certification is at 15,000 copies. So, 1.5M = 100x Platinum (10x Diamond)
There is no rule that says diamond = 10 x platinum... You can give it for anything you seem deserving.
Yes, but it's just not logical to have 1x Diamonds = 7.14x Platinum, it's a really odd ratio. Diamonds is generally recognised as 10x Platinum and has basically always been.
That aside, 7x Platinum / Diamond is a massive achievement, outselling most other pop albums of recent times here.
Never thought I would ever see that kind of certification.
