Because he likes Bobby's music and sees a business opportunity. Anyone who blows 2M on a random Wu Tang album is trying to make a statement. If you read the linked article, Shkreli seems like an art collector, someone who can't create the art but likes the scene and wants to be apart of it by being recognized as a big spending patron.
I had no sympathy when Bobby went to jail, but that Times article from my last Schmurda thread really humanized him, made him out to be a victim of society and all that. It was really
