He obviously had sex with the 17 year old while his pants were on (penis through the zipper). Her genetalia rubbing against the jeans left her DNA on his police uniform. But even then, her DNA would still be in that area because he had sex with her. DNA is an amazing thing. All they do is swab the area, and have it tested against a sample of her DNA.
