What's curious about this is, is it says he was issued a B2 visitor visa, which means a US officer already interviewed him about his trip and didn't see any issues.

The only thing I could possibly see being a red flag is if he had any stamps indicating he'd entered Syria or Iraq recently? If it were a criminal record, he would simply have not been issued the visa in the first place.

There is plenty of cases of mistreatment when it comes to foreigners entering another country. All it takes is you smiling or looking at them the wrong way, and you could be pushed into secondary inspection.
