Start off with school/classes to wrap your head around how the language works and how the grammar functions, then immerse yourself in television/music/a country where said language is spoken if you can.

Rosetta Stone seems like a gimmick to me.

I created a Twitter account where I share American media articles but with French headlines so francophones who don't speak English very well could have more access to American news.

Immersion tbh, or a school class.

Before immersion you need to work your ass off in a class. There's no other way, don't be lazy

After you know the basics immersion is highly suggested.

Anki - check it out. Sometimes I wonder how I did it before this app. It's esecially useful with languages you just begin to learn so that you can bulid a complete base

It depends on what your focus is. Are you going to use the target language for academic purposes or just for talking to people informally? If your focus is the first one, you should concentrate on theory first; that is, formal and basic study of grammar and lexis, and then practice it a lot with people. Then, you move to intermediate and advanced. If you have friends who speak that language, then perfect.
