But burqa is not a form of covering head, it covers all body except eyes. And this practice is common in minorty among muslim women. (Syria banned it, so small minorty got larger and now is biggest trouble in the world) Also, stopping someone on street and fine them about dressing is not a good idea overall. It is not a good idea to fight against other cultures by fining people. Even if I don't even support headscarf in my country, all people should feel free in society.

i thought women in a lot of middle eastern don't wear burqas

i thought they were more common in muslim countries outside the middle east
