That would depend mainly on if Microsoft is funding its development for the third game in this rebooted series. The smarter move for Square Enix would be to try to work out a deal to have Microsuck fund (some of) TR's development enough so that the Xbox One can get exclusive DLCs but the game itself will be entirely cross-platform from the get-go. That would work out better.
