Madonna's debut album came out in 1983, Gaga's in 2008.
After seven years both were in 1990 for Madonna, and 2015 for Gaga.
1983-1990 Madonna is a lot more creative than 2008-2015 Gaga.

Silly comparison, Madonna didn't really find her feet creatively til 1989 and Gaga's only ~6 years into a career.
