There's a few problems:
OLiS (Official List of Sales) is based on phisical sales only
Phisical sales is monitored in around 70% market only (the TNS/ZPAV system is horrible
)
P2P pages are illegal but in fact everyone use them.
YouTube streaming is huge

and 21 is her double diamond, like only two or three albums achived that in Poland
