Add the artist into artist and that's where you can't have more than 850 points in total (excluding morale) - note that this 850 points goes over both the 2nd and 3rd page. Then make the act, and add the artist into the act and sign the act to the ATRL Records Label.
New artists is for artists that show up in game, so it's not that.
