Boston police said there is surveillance images of a man walking up to a Department of Homeland Security vehicle, leaving the suitcase and quickly walking away.
Boston Police Commissioner William Evans said the man was white, in his 40s and wearing a green jacket and blue jeans. He was last seen walking across Atlantic Avenue toward High Street.
Police said the man is not being considered a suspect, but they want to talk to him.
Bomb squad X-rayed the suitcase and it showed wires and a potential power source, police said.
The suitcase was moved to a median area on Atlantic Avenue by a bomb-handling robot and blown up. The remnants of the bag and its contents revealed clothes and some wires.
It was not immediately clear if the object posed a threat or if it was an active device.
The incident forced the closure of Interstate 93 north at Exit 23 and the on ramp from Essex and Lincoln streets to 93 North.
