It seems first when Oasis album came back in 1997 the OCC reported first 7-day sales of 813,000 but they were revised and downgraded later to 763,735 and that was the figure the OCC was using all these years it is even available here at NME http://www.nme.com/photos/50-fastest...ms-ever/213617
But for some strange reason the OCC took the inflated number for the article today, I guess we should wait until tomorrow to hear what they say
