It's a really long story, but in the shortest way possible: Peace will only solve this issue, and peace cannot solve this issue.
Whilst this is all happening, there's a multiple country stand-off as several mini conflicts take place across the Mideast.
So, if you defeat ISIL, another group will only rise from its ashes, and the ultimate war will still not have been won.
It's not all of these countries above vs ISIL. It's much more complicated than that, and would take 1/2 a page to explain.
Just think of it as like "who's going to shoot first". No one wants war, and different countries
