I don't think so, people are making a critical error. The fact they are not and do not have a country makes it hard to fight against them, which might make it very, very difficult to beat them. It's not my intention to compare jews to ISIS or Nazi's, but I want to draw a parallel to get my point across:
In WWII it was Hitler Europe against individual jews hiding in attics/basements/etc where they tried to hide. Hitler didn't succeed in tracking down all those jews and capturing them. Many managed to get away. Same after the war. How many nazis managed to get away and escape prosecution after the war regardless of how many countries and governments were looking for them? In that case there were even a hell of a lot of records of who worked for Hitler and who supported the Nazis, still they managed to get away and live the rest of their lives somewhere. ISIS are well organised anonimous people who mostly act alone or in very small groups, it won't be as easy to track them down and stop them as people might hope
