Why are you using 2008 Soundscan sales when The Fame sold 90%+ of its sales in 2009-2010 though?
+ that doesn't really determine it. For example, even though the market in 2015 is only about 3x lower than 2000 the top-selling album in 2000 sold 9.8M copies while the top seller in 2015 has sold <2.5M.
That's why adjusting based on chart runs is more appropriate. An album charting #5 in 2000 and an album charting #5 in 2015 is still the 5th biggest album of the week.
Taylor Swift's debut country album was more successful than 1989 and Red according to that list despite it selling less and having no Top 10 hits, so...
The debut has charted for like 275 weeks and 1989 50.

TF(M) it's two albums added into one against BOMT is sole release.

The fact you really can't put these simple numbers together.
TF+M did 40M; BOMT did 25M. That's 40% more.
To imply that TF would be lower than BOMT would mean that Monster sold 40%+ of The Fame Monster's total. It did not. So even TAKING AWAY Monsters sales The Fame would still be higher adjusted than BOMT according to Kworb.
Gaga had the bigger peak according to Billboard and now Kworb thanks to you pointing out.
