Never although my chosen game isn't really 1 on 1 fighting (well not since 1997). My favorite game series are 1 v 1000s hack n slash. So they're usually hated by the western world. They always do great at Famitsu reviews for Asia though. The highest MC reviews they ever had were:

Dynasty Warriors 3 (2001) [PS2] - 78
Dynasty Warriors 4 (2002) [PS2] - 78
Warriors Orochi 3 Ultimate (2014) [PS4] - 77
Samurai Warriors 4 (2014) [PS4 & PSV] - 76
Dynasty Warriors 2 (2000) [PS2] - 75

I guess it's the genre. For actual 1 on 1 games, I'd be going with Super Smash which had a 90+ game last year.
