twinks are guys who look extremely young, sometimes hairless, for their age. I don't think muscle mass had anything to do with it. you can be a skeleton or have a swimmers build and still be a twink.

You can be both. There are tons of jocks who quality as twinks... it's less about muscle mass and more about youth, demeanor, etc
