I use After Effects and an addon-program called Magic Bullet Looks - and use the color ranges tool to get the desired effect.
OR you can pretty much do the same thing with the 'CC toner/Tritone' effect in After Effects.
OR you can use Photoshop, and either use a Color Balance adjustment layer OR create a red and green layer (with the shape tool so it's easier to change the color) and set those layers to
Pin Light (but you may have to alter the value and saturation of the red and green layers).
There's probably a million ways to do it, just experiment a little.
