Argentina announced some weeks ago that their lifetime ban would no longer be enforced this year.
The Netherlands announced a few days ago that the lifetime blood ban holds no water and men who have sex with men (msm) will be able to donate after a 1 year deferral (take out those abstinence cards

)
France today went a step further and said that their full ban will be phased out in stages. By Spring 2016 msm can donate blood after a 1 year deferral then later on will repeal the entire ban.
Blood ban cases have gone all the way to the European Court of Human Rights and now it seems governments are beginning to respond.
As for the US, the ban will be downgraded to 12 month deferral sometime next year if the FDA's recommendation is approved.
