Except Adele, since The Fame was released, no one has been able to sell 16+ millions WW. Do you think someone(except 25,28 etc.) will outsell it in the currant state of album sales ? I mean with one album, not with their discography. Maybe Taylor Swift, E Sheeran ? A random new worldwide sensation ?
