A lot of '80s albums only had like 9 songs. Most of the tracks were longer in length than your average song from today too. True Blue for example is still ~40 minutes long which seems like the norm for an album.

I think Shake It Off is a very freeing song, maybe even something like 22.
I would say its very open to interpretation. For example, a song like "Bedtime Story" might even be considered freeing since it has a feeling of letting go of constraints and its really fluid.
