It really should.
Honestly, with social media so rampant these days, there really isn't much of a need for a million paparazzi pictures like there used to be. They really should create laws about it period. Like only in outdoor, public areas, no kids, 50 feet minimum distance and only 1 photographer max. I know we all still look at paparazzi pics, but with magazines being basically dead, I don't feel like they're all that necessary anymore.
