As early as the late 1910s, Hitler was contemplating getting rid of the Jews. In the early 1920s, Hitler believed that getting rid of the Jews would help to get rid of bacteria that, he believed, the Jews were responsible for. Mein Kampf illustrates that Hitler didn't just want to "expel" the Jews. He wanted to murder them, exterminate them from the Earth. It's all right there in Hitler's own writings. He doesn't EXPLICITLY state that he wanted to kill all of the Jewish people, but there are certain things that he writes that are hard to describe as anything other than genocidal fantasies. And the work was already being done to, at the very least, exclude the Jewish people from German society. Concentration camps were already being set up long before the official start of WW2. The groundwork was already being laid, but Hitler had not become desperate enough to head down the path of genocide until after WW2 began, when it became obvious that just making the Jews disappear by sending them off to other countries would not have "gotten rid of the problem".

The formulation of the Final Solution may have happened after this conversation would have happened, but Hitler's mind was already on the prospect of genocide long before 1941. It was an inevitability that Hitler would eventually reach the mindset that there was "no other option" than genocide. One conversation would not have swayed Hitler one way or another. To suggest otherwise is just foolish.
