Nicki yes, but Katy is MORE likely to have been a natural progression of her style.
These were her outfits during the Hello Katy tour.
She never went full on Gaga. Just cute costumes and colored hair, very "Katy". Gaga's style had an edge to it that Katy never embodied. Katy never went "dark" around this time and still hasn't.
If you're claiming colored hair and costumes as Gaga's influence...you're painting with suuuuuch a broad brush.

Tik Tok still is above it on the UWC all time ranking though, I think

The only pop girl who changed their style to mimic Lady Gaga was Nicki Minaj. It was pretty obvious and very embarrassing. You could argue Katy Perry, too, but Katy Perry was doing the quirky, but cute thing before Gaga came on the scene, then she cleaned up her act for her "One of the Boys" era, but then when Lady Gaga blew up, she went back to the quirky "I'm-going-to-put-a-box-on-my-head" fashion (probably because she felt threatened by Gaga, let's be honest).
That's the irony. Nicki Minaj failed after trying to mimic Lady Gaga and she started getting immense backlash, so she then tried to mimic Kesha. There's literally an entire Billboard article dedicated to Nicki Minaj mimicking Kesha.
Nicki Minaj has no identity. After all her copying trends failed, now she's hopping on board the "natural beauty" trend.
So now she's back with black hair and "normal" fashion. She's so transparent. Can't wait until she is murdered.

Bad Romance having more streams than Tik Tok.
TT isn't even one of her best songs plus she was a total fad and never a streaming power.
Not to mention she's always been extremely local and has always had a small fanbase. It's not surprising.
