No, that's what North Americans and American-influenced people mean, but there is no "Asian race." The vast majority of the Asian continent is not even Mongoloid and I don't think the person you were responding to meant that Russians are generally Mongoloid. Obviously they're not.

I think you're getting confused by styling/clothing/hair and not the actual facial features. It's pretty easy to guess the general area someone is from by the way they style themselves but I don't know if it has anything to do with their actual faces

And If AA's were to come to say South Africa. I would tell them apart in a second. But at first I'd probably think they are from Ghana or Nigeria and then if they spoke then I'd say maybe Liberia.
