No, and she will never be one considering no one takes her seriously as an artist.
She is an icon at most and a "legend" to pop culture maybe.

But yes imo, it was basically cemented in 2008 with how the industry welcomed and honored her for her work 1998-2004. Also she's inspired a lot of the current generation and her influence is undeniable in music
