On top of that, it doesn't even say whether the dog was ACTUALLY being aggressive or not. I know tons of dogs that "charge" at people when they're excited to see someone new. The fact that his first reaction was to shoot and kill it says a lot about the type of cop he is. Lock him up and throw away the key before he kills someone.
