The first had offshore "talent" which it eventually got rid of because of the lack of quality in the service they were providing along with the aforementioned problems with offshoring I already mentioned. Now they have over a million paying subscribers as well as hundreds of millions of others who view their website and apps each month.

The latter has kept their offshore "talent" and have struggled to make any money at all and have yet to turn a profit and threaten the very existence of the company at all. They are lucky to get more than a few million unique visitors in a month and none of their mobile apps have taken off either.

I know this does not apply to Twitter but it depends on what you are offshoring, if you are offshoring new development I would agree, but if you are offshoring legacy systems that only need support and some maintenance then I would disagree.

With that said, I am not a fan of offshoring and will never do it in my company.

Do Indian and Chinese companies outsource their software legacy or otherwise to American companies? Why is this?

I know for a fact it works because we moved control of quite a number of systems support to India. I should also have mentioned the SLA's on those systems were not that high. The systems physically were still located with us, we technically could jump in and fix something if we had to but we were not allowed to without authorization. The whole purpose was to keep us working on new software and not worry about the old "stable" software at the same time. Did it make my job easier, sure, but I also saw building after building emptied over time as people lost their jobs.

I have yet to work for a company where outsourcing works at any capacity.
