Hard to say. Gaga has more haters as she's more polarizing but most people find Gaga to be more talented. I'll go with Gaga. At the end of the day, the GP doesn't really care about Rihanna when radio ain't spamming her songs. Her label knows this hence why R8 won't be released until she releases another smash hit (assuming she'll ever score a smash again, which I kinda doubt at this point).

Honey, don't try to justify your negativity toward Gaga. I've seen you in numerous threads now. Gaga has won her acclaim back as of this year, so it's definitely her. AHS will bring even more.
