South Asians (not just Indians) only make up about 2% of the US population. That's nothing! The total viewers for the pilot was much bigger than that.

FYI marketing studies show that Asian Americans don't do brand loyalty. She can't rely on Indians, Pakistanis, Nepalis, Bangladeshis, etc. to support her, especially with what happens in the show like that opening sex scene.

The real answer is that Quantico was pitched and marketed as being like a Shondaland show, and Shondaland is hot right now, so viewers already tuning in to that would be likely to check this show out.

I actually thought that was the biggest mistake about the marketing of the show in commercials, but I guess it's working.
