False. There is no official law banning cow (or any meat slaughter) it in all of India so it's different from state to state. States like Kerala, West Bengal, Nagaland, Sikkim, Meghalaya and others don't have a ban, but there are restrictions. The BJP is trying really hard get it banned.

Actually human sacrifices were much more common before modern religions, which all prohibit it. In fact, spiritual systems like Hinduism and Buddhism are so strongly against killing that some people are trying to get meat banned. Before Christianity was introduced to Europe and the Americas, human sacrifices were normal.
