Its sad but yes incidents like this do happen but they are mostly limited to extremely rural areas..
There is a very big culture diff here between the urban and d rural ppl

Eating beef is not banned in India.
I went to a restaurant in Kolkata and ate steak before!
It's worse in rural areas because there's less education, more poverty and most importantly, the government DOES NOT care. It's their responsibility to invest money for education, infrastructure and police, but it never happens thanks to corruption.
