Actually, it's both.
And while I agree that the literal definition makes it a fact, what most are failing to realize is that reality and language are entirely socially constructed, which means that the literal definition is a MOOT point if only 4% (random #) of the population are aware of it. The
functioning definition is the one that reigns supreme, because it's the one most people are subscribing to.
As an example, anti-semite literally means intolerance of semites, which includes arabs. Yet it doesn't matter because most people know it to mean anti-Jews, which is how it's used. That's the way language works.
