Because it's a pretty widely known fact that Gaga doesn't accept submissions from songwriters? She gets a lot, though, she just doesn't accept them because she writes her own music.
Why would Sia bother wasting her time when she knows Gaga'll say no? She only writes for artists she knows doesn't write all of their material and therefore will have a better chance of getting a yes.
