In 2000, Costa Rica's Supreme Court outlawed in-vitro fertilization completely arguing that life begins at conception. This made the country the only one on Earth with a complete IVF ban.

In 2012, Costa Rica lost a case in the Inter-American Court and were told to pass a law to legalize it again. Since it was 2015 and the bills were getting nowhere, the President signed a decree (that applies to all couples ) on September 10th ending the 15-year ban when it was added to Costa Rica's legal gazette on September 11th.

The President says his decree is full proof in court as (religious) opponents in Congress have filed a lawsuit before the country's Constitutional Court.

In-vitro can end up killing several cells before you get successful so I suppose that it was they meant, even though I still don't agree with them Local bishops claim it's as bad as abortion

In IVF multiple eggs are used to increase the probability of fertilization. If 5/7 of the eggs are fertilized but the mother only wants 1 child, then the extra 4 embryos are either trashed or used for research.

Yup. This new law only lets people use a maximum of 2.
