Yes, We Are Never and I Knew You Were Trouble smashed on radio and in sales, but Red didn't sell as much as Speak Now in the U.S., so consequently, people thought 1989 might have successful singles but not as much album success.
If your going to jump genres, switching to POPULAR music is not exactly risky so lets not
Not to mention she has been making pop music since 2008, and was more evidently pop during Red too...
Also, 1989 has the same subject matter as her previous records
Actually it can backfire spectacularly. It can alienate your core devoted fan-base as you'll be seen as a "sellout" and thus can set you up for future failure once the fickle top 40 crowd moves on from you, just ask Jewel who's been flopping ever since she released a pop album (yeah the album itself was successful but everything after...). Admittedly Taylor has always been seen as country-pop and laid down the ground work for a genre switch so that helped her transition smoothly.
I don't get why people think this was one of the riskiest albums at all. Like if you were really following Taylor, you should've known a pop album was coming as early as Speak Now and definitely by the time Red came out. She was naturally bringing in more pop influences into her music and even Red was rather pop-minded.

The point must be made that she is the first ever artist to wholly and unabashedly make the country-pop transition. Several make her brand of pop-influenced country, several openly crossover while clinging to the country base. Think of the monster female country-pop crossovers: Dolly, Faith, Shania, Carrie, LeAnn Rimes. None of them ever said "I am no longer country. I have now released a pop album." the way Taylor has. That is innovative and risky.
