Pretty much, yeah. In fact, there are a lot of OU staples that have not-so-great stats overall (Skarmory and Breloom, just to name a couple).

er, and I countered that 1) Wigglytuff is NOT iconic (hence why I bolded Wigglytuff and iconic) Can't remember Wigglytuff ever having a remotely notable role in the original anime, being on any notable in-game trainer's team, etc etc. I'm sure most people think Jigglypuff is just a single stage pokemon, Wiggly/Iggy are unknown to the GP

And 2) Since Wigglytuff has been established as NOT iconic, I brought in the tiering as proof (besides Clefable's better design which is self-evident) as to why it is superior to that flop. If neither of them are icons, at least one is usable in the competitive community (The Queen) while the other is just worthless and forgotten in every aspect ().
