Why is it that a musical superpower and a relatively successful pop girl, if one who declined, couldn't make a song that lasted for more than a weak on Billboard.
Is it because Zedd wasn't credited so the GP didn't know to check for him?

It's very noisy. I love the song, but I'm not surprised it didn't do well as a single.
Overall it served its purpose. It sold the album (skyrocketed on iTunes the following days of the video release) & probably boosted the artRAVE tickets, too.
The era was long over, Gaga had been on a blackout for months and returned performing randomly (like, she performed ARTPOP on Fallon's second Tonight Show where ratings are huge... it was a great performance, but she should have launched the third single from that platform).

There was a 5-6 month gap between the Do What U Want and G.U.Y. release which didn't help at all (especially for airplay) and It was her first single that wasn't performed outside any of her live shows. At least we got one of her best music videos ever from that single.
She had to pay for the music video from her own pocket, the label didn't pay for anything so that should explain the lack of promo.

Her label didn't help her there, whereas Capitol Records helped ($) Katy's singles on radio. It's likely Interscope weren't too pleased with how Gaga was portraying them, especially post SXSW interview.

I don't know what you're talking about, but Birthday went Top 100 on iTunes. Also, G.U.Y. wasn't going anywhere on iTunes (never went Top 100), so it's no surprise radio refused to play it. People were not here for the song.
