since 2 very undemocratic countries are in it, the security council is useless. when there is a war, one of those always seeks the opportunity to gain influence from it. So the others cannot do **** about it.
the security council should exist of 10 permanent members:

GER
Japan
Brazil
India
Australia
and they should find decide on resolutions by majority voting. the veto voting system is rigged.

The reason why Germany, Japan are not included is because they lost the war. India is not included is because they were a colony when the UN was established. Austria was also a colony.
The security Council is based on politics. They won world War 2 and still do have a major influence on politics although France should not be there since they lost in a few weeks and are much weaker than Germany today.
It doesn't really matter anyway since if there is a war the UN won't do a damn thing.
