It's confusing because decades start with a 10 number (i.e. a number ending in 0), but since the first year of a time period would be "1" and not "0" to reach 100 or 1000 years to have a century or millennium you have to include that 100 or 1000 in the century/millennium that's finishing, and start the new one as 101 or 1001.

Still, we all like nice round numbers, so everyone celebrated the new millennium at the end of 1999.

OIDIA was released on May 16, Music was released on Sep 19. June, July, August and you can include half a month fine. Unless you wanna tell me that Britney sold 22 million copies of OIDIA in 3 and a half months in which case then we don't count either or we count both
