It's confusing because decades start with a 10 number (i.e. a number ending in 0), but since the first year of a time period would be "1" and not "0" to reach 100 or 1000 years to have a century or millennium you have to include that 100 or 1000 in the century/millennium that's finishing, and start the new one as 101 or 1001.
Still, we all like nice round numbers, so everyone celebrated the new millennium at the end of 1999.
