Yes theoretically if the same model is formed as in Direct Rule from 1969 - 1998. Although I think it's unlikely Cameron will risk upsetting the DUP and some of the UUP over the issue. A referendum is more likely than an actual order of council being introduced under direct rule.

Introducing a bill to the Assembly would have a higher chance of success providing the DUP don't vote, but I'm not even sure what they're doing right now. Potentially there could be elections soon, and if the DUP lose 8 seats of their 38 they won't be able to veto bills (unless the UUP provide help).

I live in the ROI and sometimes I feel like NI is a backwards, overly-religious, instable and violent third world country. OK I may be exaggerating but I don't understand whats going on up there.

i'm wondering where NI stand in terms of Brexit, and what will happen in the UK vote to leave the EU.... what do you guys think?

Brexit would be disastrous for the NI economy, but if GB pulls out then NI will have to as well for as long as it remains part of the UK.

Why is that?

NI has a large agriculture sector that hugely benefits on EU grants. The EU also provides NI with money to go towards peace projects and to develop the economy.

Surely the UK government will step in and keep its economy stable? By that token wouldn't Wales, Scotland and north England also suffer from brexit?

I'm mostly concerned about what affect brexit would have on the border between NI and ROI seeing as the ROI may be oliged to opt into Schengen sans the UK...

Not 100% sure on the border or the economy to be honest (border checks wouldn't make sense imo even if NI did exit the EU). I don't think the Republic will be forced to accept Schengen though given it's not on the continent.
