Yes theoretically if the same model is formed as in Direct Rule from 1969 - 1998. Although I think it's unlikely Cameron will risk upsetting the DUP and some of the UUP over the issue. A referendum is more likely than an actual order of council being introduced under direct rule.
Introducing a bill to the Assembly would have a higher chance of success providing the DUP don't vote, but I'm not even sure what they're doing right now. Potentially there could be elections soon, and if the DUP lose 8 seats of their 38 they won't be able to veto bills (unless the UUP provide help).
