Literally only one person said that 
Mariah sold 64M albums in USA and around 90M albums outside of USA
She is not local.Period.
Now back to the topic:I think Madonna has more appeal because she wins in everything except Streaming.

Mariah is by far more relevant to me and my friends, before I actually delved into Madonna's discography I only knew her as the lady who didn't like Gaga and who did the Superbowl, meanwhile I knew Mariah from her role in Precious, her song Obsessed about Eminem, her Christmas classic that I listened to every year since I was a child etc. She just made herself more known and appealed to a wider audience.
