I'm pretty sure it's supposed to be a "simple" question where if it's read from left to right the answer would be 21. The other options are simply decoy options and there's no way to arrive at them by changing the order of multiplication and addition.

The only other option would be (3 + 3) x (3 + 3) which equals 36.
