15. You have to follow that rule (PEMDAS) where you multiply and then add. Not add and then multiple.

The answer is not in the options. What kinda failed advertisement which I assume is being directed to students.
You always do multiplications first, therefore:
3 + (3x3) + 3
3 + 9 + 3
=15.
