Obama modernized the accounting methods used by the White House and our government to reflect more accurately what was being spent. Then he proceeded to cut that down and has cut down the deficits since he's been in office even when the objective data said that you need to tax the richest americans more and use that money to pay down our debts. Republicans stonewalled the whole tax the rich more part and pay down our debts. The government shutdowns alone cost us billions of dollars in revenues we could've used to pay our bills.
