I had the hugest-ass argument with someone about this today. He was like "it's common sense to not dress provocatively or get wasted when there are rapists about" - which isn't necessarily coming from a badly-intentioned place, but I tried to argue that that sort of thinking plays into rape culture's hands. That the woman is somehow to blame. 80% of rapes go unreported (according to the BBC Radio4 debate about this today which set off the argument). Blaming victims prevents future victims of rape from coming forward, and thus perpetuates the problem.
I shut the bish down by asking him if a close mutual friend of ours went out one night, had gotten a little bit too drunk and had - for instance - worn a miniskirt (referred to as the radio debate did) would he hold her responsible in anyway at all? Then he conceded and shut the **** up.
